The hex editor you're using didn't display the HEX for the "9"?
The right-most bit is called the "most significant bit". The most significant bit is the bit that, if set to 1, will make the number grow or shrink. The least significant bit is the bit that, if set to 1, will decrease the number by 1 or increase the number by 1. In the case of 9, the most significant bit is the last bit, so:
HEX (Decimal) HEX (Octal) HEX (Decimal)
0x09 0b00011001 9
0x89 0b01000100 97
0xA9 0b01010100 99
Or, as a sequence of bits:
b00000101
b00010011
b01010011
So the "9" is actually the third bit in the most significant position.

Senate Democrats can’t pass their bill to repeal and replace Obamacare. It’s not that there’s any procedural impediment to doing so. It’s that the bill that Senate Democrats passed yesterday to repeal it was so appalling that even Senate Republicans voted for it. The only thing Democrats have is their hatred of Trump. As much as you might wish it were otherwise, repealing Obamacare is not a political winner.
One might argue that Democrats should pass something so awful that they can pretend it’s a temporary blip, and then they can, when their hatred of Trump is stronger than their hatred of Obamacare, simply repeal it and pass their own bill with a Republican president. But I don’t think that’s going to happen. The anger will stay with them until they repeal Obamacare.
