The International Covenant on Civil and Political Rights (1966) of the United Nations condemned hazing [3] . As a universally accepted principle of international law, the State is duty bound to protect the life, liberty and property of its citizens. As a State signatory, the Republic of the Philippines must comply with her obligation to the covenant in good faith.
